 As chair of the negotiations, Thailand is pushing to finalize the ASEAN Digital Economy Framework Agreement (DEFA) by setting a deadline to conclude talks by the first quarter of 2026.





The agreement is expected to boost the value of the ASEAN region's digital economy to $2 trillion by 2030.


The pact aims to create a comprehensive digital cooperation framework focused on interoperability between systems, regional resilience, and competitiveness for businesses.




Thailand, chair of DEFA talks, demands resolution of outstanding issues by Q1 2026 to ensure the landmark digital framework is signed by next year.



The Thai Ministry of Commerce has set a firm deadline to conclude negotiations on the landmark ASEAN Digital Economy Framework Agreement (DEFA), an accord expected to propel the region's digital market value to $2 trillion by 2030.


Commerce Minister Suphajee Suthumpun attended the second special meeting of the ASEAN Economic Community Council on DEFA in Kuala Lumpur, Malaysia, on Friday, during the 47th ASEAN Summit.


The Minister's goal is to drive the government's "Quick Big Win" policy by urgently upgrading the digital environment to be more business-friendly.


As the current chair of the negotiating committee, Thailand is playing a pivotal role in driving the agreement towards a concrete conclusion. 



Minister Suphajee urged the meeting to swiftly decide on all remaining policy-level issues and set a rigid timeline to complete negotiations by the first quarter of next year.


This acceleration is necessary to allow for the formal signing of the agreement in 2026 in the Philippines.


Minister Suphajee stated that the DEFA will establish a modern and comprehensive digital economic cooperation framework, ensuring an efficient transition to a digital economy across ASEAN.


The core of the agreement is built on:


Interoperability and Compatibility: Emphasising the ability to seamlessly connect the economies of member states and ensure compatibility between various digital systems to reduce costs and facilitate trade and investment.


Resilience and Competitiveness: Strengthening the region's digital economy and resilience while ensuring Small and Medium Enterprises (SMEs) gain equal access to the regional market.


"Achieving the DEFA agreement is expected to significantly boost ASEAN's economic potential. The region's digital economy has the opportunity to grow by nearly 30%, reaching a value of over $2 trillion by 2030," the Minister stated, adding that the goal is to elevate ASEAN into a "connected, comprehensive, and sustainable digital economic hub on the global stage."


The DEFA negotiations, which began in 2023, are a central component of the Bandar Seri Begawan Roadmap (BSBR) and align with the ASEAN Economic Community Post-2025 Vision, underpinning the region's post-pandemic economic recovery.
